The statute includes flexibility regarding the semester limit for five-year programs and students who demonstrate a substantial disruption in their pursuit of a degree. At this time, UNC Asheville does not have any five-year baccalaureate programs.
Beginning 2021-22, the billing methodology for students enrolled less than full time (12 credit hours) will be billed at an hourly rate. Students eligible for fixed tuition and enrolled in between 1 and 11 credit hours will continue to be billed using the stair-step methodology as demonstrated below.
Students who have an interruption in continuous enrollment may petition for a waiver to retain initial fixed tuition under the following conditions: (1) military service obligation, (2) serious medical debilitation, (3) short- or long-term disability or (4) other extraordinary hardship.

Duration of the Fixed Tuition Rate
The fixed tuition eligibility period begins for first-time or transfer students upon enrolling at UNC Asheville for the fall or spring semester as an in-state degree-seeking undergraduate student. The fixed tuition eligibility period began for continuing UNC Asheville students with the Fall 2016 semester.
- If you are a new student, you would receive the fixed tuition rate for eight consecutive semesters.
- If you are a new transfer student, you would receive the fixed tuition rate for eight consecutive semesters less the number of equivalent transfer semesters.
- If you are a continuing UNC Asheville student, you would receive the fixed tuition rate for eight consecutive semesters:
- Less the number of semesters you have attended previously and
- Less the number of equivalent transfer semesters.
- (One equivalent transfer semester is defined as 0-15 hours of accepted transfer credit post high school.)
Students eligible for the Fixed Tuition Program must be:
- NC residents or in-state students
- Seeking their first undergraduate degree
- Accepted with less than 120 accepted transfer credits (excluding early college or AP, IB, CLEP credits earned in high school)
- Consecutively enrolled in the fall/spring semesters
In order to be eligible for the fixed tuition rate at UNC Asheville, you must remain continuously enrolled during the entire tuition period (maximum of 8 semesters), excluding summer, in courses creditable toward a bachelor’s degree.
The following categories of students are not eligible for the Fixed Tuition Program:
- Non-resident or out-of-state students (students from outside of North Carolina)
- Graduate students
- Continuing education students
- Students currently enrolled in a cooperative innovative high school/early college
- Consortium students
- Dual enrolled students
- Second degree-seeking students
- Non-degree seeking students
- UNC online students
Out-of-State Students with Residency Reclassification
Out-of-state students who are reclassified as residents for tuition purposes will receive the fixed tuition benefit starting the term in which the residency reclassification took effect.
This does not apply to students who are billed the in-state tuition rate due to a military tuition benefit such as Active Duty Military or Veterans Choice Act unless they qualify as residents for tuition purposes under 6.S. 116-143.1. Please see the NC Residency website for additional information.
If you are reclassified as a resident for tuition purposes, you will have the balance of your fixed tuition time period prorated based on the number of semesters attended previously at UNC Asheville and the number of equivalent transfer semesters. (One equivalent transfer semester is defined as 0-15 hours of accepted transfer credit post high school.)
Study Abroad Students
Any semesters spent in a study abroad program while continuously enrolled will count toward the remaining fixed tuition period, just as if you were enrolled at UNC Asheville.
If you completely withdraw from UNC Asheville by dropping all courses during the first week of the semester, the semester will not be counted in the designated fixed-tuition time period. This will be considered a ‘break in continuous enrollment’. If you return to UNC Asheville after that semester and are still eligible for fixed tuition, then you will be billed based on the current year’s tuition rate and will receive the new tuition rate for your remaining fixed tuition terms.
If you completely withdraw from UNC Asheville after the first week of classes, the semester will be counted in the designated fixed-tuition time period and you will have one less term eligible for the fixed tuition rate.
If you subsequently re-enroll, you may submit a waiver to 1) prevent the semester during which you withdrew from counting against your fixed tuition time period; or, 2) retain your initial fixed tuition rate.
